Theopia Dodson, Senior Corporate Operations Manager, Headquarters– Dulles, Virginia, US
Theopia Dodson joined the Liberian International Ship & Corporate Registry (LISCR) as a Corporate Coordinator in 2005 and was promoted to Corporate Operations Manager in 2016. She is involved with day-to-day corporate operations, which involves providing supervision, support, and training to local and global Corporate staff; responding to inquiries from existing and potential Corporate clients regarding filing requirements and procedures; and assisting with the development and testing of internal software and database programs.
Theopia also oversees the quality management system for the entire Corporate department which involves creating and updating the internal standards, policies, and procedures, and participating in periodic internal and external audits on behalf of the Corporate department. Theopia has a Bachelor’s of Science (BS) degree in Decision Sciences and Management Information Systems from George Mason University, a Master’s degree in Business Administration (MBA) with a concentration in Human Resource Management from Keller Graduate School and she also received certification as an ISO 9001:2015 Internal Auditor from British Standards Institution (BSI).
Ruphene Sidifall, Senior Manager, Corporate/Legal, Headquarters – Dulles, Virginia, US
Ruphene Sidifall joined the Liberian Registry (Seafarers Department) in May 2001. In June 2002, she left the Registry to pursue other interests and rejoined the Registry’s Investigations Department as Manager and Associate Counsel in 2013. In January 2020, Ruphene joined the Registry’s Corporate Department where she assists with client inquiries relating to statutory provisions of the Associations Law of Liberia, cooperates with Liberian Attorneys with regarding legal opinions and performs day-to-day operational tasks as needed.
Ruphene has a Bachelor of Arts (B.A.) in Political Science/Pre-aw from St. Augustine’s College; a Master of Arts (M.A.) (concentration in International Commerce and Public Policy) form the Schar School of Policy/Government at George Mason University, and a Juris Doctor (concentration in International Business and Trade Law) from the University of Illinois at Chicago (UIC) John Marshall Law School.
Irina Nossova, Director of Compliance, Headquarters – Dulles, Virginia, US
Irina joined LISCR Dulles office as Compliance and Legal Manager in 2017, with the dual role of overseeing LISCR’s Sanctions and Compliance Program, and assisting the Corporate Department in legal matters. Additionally, Irina serves as Custodial Officer for the LISCR Trust Company and Data Protection Officer of YCF Maritime Group.
Irina’s educational background includes having achieved an LLM Degree in International and Comparative Law with the Highest Honors at George Washington Law School in Washington DC. Prior to that, she completed a Doctorate Degree in Law with emphasis on the Law of the Sea, and a Master’s Degree in Law from the University of Tartu, Estonia.
Irina gained some practical law experience in a law firm in Estonia, where she practiced general contract law and later became an Adjunct Professor at the EuroCollege, University of Tartu, Estonia, where she taught courses on the legal systems in Russia. In the US, Irina has consulted private clients in the areas of international taxation and government contract law.
Her accomplishments also include admission to the New York State Bar, admission to the Estonian Bar and an internship at the International Maritime Organization in London, UK. Irina has excellent research and analysis skills and extensive writing experience. She is fluent in Russian and Estonian languages.
Felizia Lieber, Corporate Manager – Zurich, Switzerland
Felizia Lieber is the Corporate Manager of the Liberian Corporate Registry’s office in Zurich since March, 2014. Felizia began her professional career with the Liberian International Ship & Corporate Registry’s (LISCR, LLC) Zurich office in July, 2012 as a Corporate Coordinator.
Felizia works in close collaboration with the US Headquarters and is responsible for customer service and operational support in Europe and part of Asia. Prior to joining the Registry, she worked in the Health Insurance industry and as part of her training traveled to Australia where she strengthen her English language skills. In 2008 Felizia completed her training as a pharmaceutical assistant and gained valuable experience in operations and administration while working for a medical wholesaler. Felizia is also fluent in German and Swedish and also attended schooling in Houston, Texas.
Sofiana Kontouri, Corporate Manager – Piraeus, Greece
Sofiana Kontouri is the Corporate Manager of the Liberian Corporate Registry’s office in the Piraeus, Greece office since March 2020. She began her professional career with the Liberian International Ship & Corporate Registry’s Greek office (LISCR Hellas) in July 2010 as an Administrative Assistant and was promoted to Corporate Coordinator in 2012.
Sofiana’s role in the Registry’s Corporate Department involves various day-to-day corporate activities and overseeing the corporate department of the Piraeus Office. Prior to joining the Liberian Ship and Corporate Registry, she worked in the Piraeus Court of First Instance and in the advertising sector.
Sofiana studied Italian in Siena, Italy and additionally obtained a Bachelor of Science (BS) degree in Business and Marketing Studies from the University of Indianapolis, Athens. Sofiana is fluent in Greek, English and Italian.
Pinar Saglam, Corporate & Registrations Manager – Istanbul, Turkey
Pinar Saglam joined LISCR Turkey office as a Corporate & Registry Coordinator in 2016 and was promoted to Corporate & Registrations Manager in December 2020.
Pinar is responsible for delivering registrations, mortgage and corporate services to Maritime and Corporate clients. More specifically, she performs vessel registrations and deletion activities, coordinates and attends closing meetings, prepares mortgage recording activities as necessary, provides Seafarer certification services, accepts and issues legal corporate documents for filing and/or recordation, and provides various accounting-related services.
Pinar has an Agriculture Engineering degree from Trakya University in Turkey and a Master of Business Administration degree from Halic University, Turkey. Pinar is also fluent in Turkish and English.
