Hilary Spilkin, Esq, TEP, Managing Director, Headquarters – Vienna, Virginia, US

Hilary Spilkin, Esq. TEP, is the Managing Director of the Liberian Corporate Registry. Hilary is an International Tax Attorney, qualified to practice law in both the United States and South Africa. Prior to her appointment at the Liberian Registry, Hilary spent time with a Private Wealth Bank in the United States and in the United Kingdom where she was responsible for implementing compliance protocols and operating systems. Hilary has occupied senior positions as a tax and legal consultant with leading international firms in London, California and Tel Aviv. She holds a Bachelor of Arts (BA), Bachelor of Laws (LLB) and a Higher Diploma in Tax Law (HDipTax), from the University of the Witwatersrand, South Africa, and a Master’s degree in International Taxation (LLM) from Thomas Jefferson School of Law in California. Hilary is fluent in English, French and Spanish.

 

Stephen Frey, Director, Headquarters – Vienna, Virginia, US

Stephen Frey is the Director of the Liberian Corporate Registry. Having joined the Liberian International Ship & Corporate Registry (LISCR) in 2002, he has worked for more than 10 years for both the Ship and Corporate Registries. Prior to Stephen’s appointment at the Liberian Registry, he worked as a Port and Transport Logistics Consultant for EP Logistics in Helsinki, Finland. Stephen earned a Master’s degree in Business Administration (MBA) with a minor in International Business from the Aalto University School of Economics (formerly the Helsinki School of Economics). He is also a graduate of the US Merchant Marine Academy at Kings Point, New York, with a Bachelor of Science (BS) in Marine Transportation.

 

Elizabeth Goralski, Senior Corporate Manager, Headquarters – Vienna, Virginia, US

Elizabeth Goralski is the Senior Manager of the Liberian Corporate Registry. Elizabeth joined the Registry more than 20 years ago in 1989. She has greatly contributed to the exceptionally smooth transition of the Registry under the administration of the Liberian International Ship & Corporate Registry (LISCR). Elizabeth’s professional focus is providing personalized assistance to clients with specific corporate needs as well overseeing internal support and training. A native of Poland, Elizabeth worked for major international business companies in Warsaw, Rolimpex and Kolmex prior to joining the Liberian Registry. Elizabeth earned a Bachelor of Business Administration (BBA) from Averett University, where she graduated with honors. She also holds an Associate’s degree in Accounting from Northern Virginia Community College. Elizabeth is fluent in Polish.

 

Theopia Hardwick, Corporate Manager, Headquarters – Vienna, Virginia, US

Theopia Hardwick is the Corporate Manager of Quality Assurance and Compliance for the Liberian Corporate Registry. Theopia is extensively involved in day-to-day corporate activities, such as forming Liberian non-resident entities and managing reinstatement activities. She also assists with the development and testing of information technology-related projects; analyzes and revises the internal corporate procedures and guidelines; and performs individualized and/or group audits of the Regional Corporate offices. Prior to joining the Liberian International Ship & Corporate Registry (LISCR) in April 2005, Theopia worked as a Leasing Coordinator for Long & Foster Realtors where she conducted background investigations on potential Lessees. Theopia obtained a Bachelors of Science (BS) in Decision Sciences and Management Information Systems from George Mason University. She also earned a Master’s degree in Business Administration (MBA) with a concentration in Human Resource Management from Keller Graduate School.

 

Mario Michaels, Business Development Manager Nicosia, Cyprus
Mario Michaels is the Business Development Manager for the Liberian Corporate Registry. Since 1987 Mario has been actively involved with the corporate, trust and fiduciary business. He started his career with a leading corporate service provider as a UK company formations clerk, quickly progressing on to head the international and corporate law sections and managing the sales and services activities from London. In 2000 Mario established an office in Nicosia, Cyprus as an executive director responsible for the day-to-day operations, sales activities and servicing of local and regional clients. In addition to London and Nicosia, he has also worked and trained in various offshore locations, such as Jersey, Isle of Man and the British Virgin Islands, where he gained valuable inside experience. In 2004 Mario completed an intensive Executive Development Program by MBA lecturers from around the world at the Cyprus Institute of Management. He holds a diploma in Company Secretarial Practice and Share Registration, is a life-long fellow with the Institute of Business Administration, and a STEP member. Mario was born and raised in the UK, is of Cypriot origin and bilingual in English and Greek.

 

Ioanna Papoutsoglou, Corporate Manager – Piraeus, Greece

Ioanna Papoutsoglou is the Corporate Manager of the Liberian Corporate Registry’s regional office in Piraeus, Greece. In January 2000, Ioanna began her professional career with the Liberian International Ship & Corporate Registry’s (LISCR, LLC) newly established office, LISCR (Hellas) S.A., as Administrative Assistant for the Registration Department. In 2003, Ioanna joined LISCR’s Corporate Registry, where she was promoted to Corporate Manager in January 2011. Ioanna graduated with honors from SouthBank University of London in 1998 with a Bachelor of Arts (BA) in European Studies. She continued her studies at King’s College University of London with a Master of Arts in Mediterranean Studies. Ioanna lives in Elefsis with her husband and daughter.

 

Lea Frei, Corporate Manager – Zürich, Switzerland

Lea Frei is the Corporate Manager of the Liberian Corporate Registry’s Zurich office. Lea began her professional career with the Liberian International Ship & Corporate Registry’s (LISCR, LLC) Zurich office in 2008 as an Administrative Assistant for the Corporate Registry. Prior to joining the Registry, she worked in a Swiss freight forwarding company in Miami, Florida. Lea graduated from Lynn University in Boca Raton, Florida with a Bachelor of Arts (BA) in Communications. She also earned a Master’s degree in in Business Administration (MBA) from Keller Graduate School in Miami, Florida. Due to her father’s profession, Lea was raised and schooled internationally, living in Switzerland, Chile, Hong Kong and Venezuela. Lea is fluent in English, German and Spanish.
